Congressional GOP Embrace Trump's Proposal to Overhaul Affordable Care Act

American lawmakers are working through the weekend for the initial time since the government shutdown began over a month ago, but expectations for a bipartisan agreement on how to end the impasse appeared to recede as GOP senators floated a plan toxic to Democrats: scrapping the ACA, called Obamacare.

Deepening Impact of Government Shutdown

The impact on Americans from the lengthiest closure of the federal government in history worsened on Saturday, as federal workers went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Proposal from Golf Course

As Saturday's session got under way, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by HSA-style accounts.

"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Multiple Republican senators welcomed the proposal, which is similar to a alternative for Obamacare proposed in 2017.

"We will replace this failing program with something that is truly better for the patient," one senator stated.

Another senator praised Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Response

Democratic lawmakers shared alarmed reactions to Trump's plan.

"Essentially, Donald Trump's 'proposal' for health care is another cynical attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been rejected by the public and Congress."

Another senator reacted to the censure of carriers by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Really? In that case I welcome your support for universal healthcare."

Continuing Negotiations

The Senate went into recess without reaching a resolution, but Senate Republican leaders have indicated an openness to an emerging proposal from a small group of moderate Democrats to end the closure in return for a future vote on the Obamacare payments.

One Democratic senator, who is leading the talks among moderates, said that Democrats "require another way ahead" after Republicans rejected an proposal to restart the government and continue the subsidies for a year.

Another senior Democratic senator persisted in arguing that Republicans should agree to a 12-month continuation of the subsidies before negotiating the long-term of the subsidies.

"Doing nothing is irresponsible because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator stated in a floor speech. "That's what will happen if this Congress fails to act."

Political Dynamics

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of several Democrats to reopen the government, and the idea of repealing and substituting Obamacare with HSAs is unlikely to earn a solitary Democratic vote.

Some analysts suggested that the essence of such a plan would eliminate the ACA's requirement that insurance companies cover patients with pre-existing conditions.

After his golf outing, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to repeal and overhaul Obamacare with a iteration of the proposal that failed to secure enough backing in 2017.
